The no underwear meaning is actually more common, which is why I was confused at first because I was wondering how I could have missed that in that fic. It is usually used with the word "go" as follows:
"Yoko said we should all go commando tonight," Maru waggles his eyebrows.
Subaru pouts because he had not come up with the idea first.
Yasu pouts because it means he cannot try out his new underwear with onigiri polka dots.
Ohkura pouts because it has been almost an hour since he last had an onigiri.
Ryo pouts because he has been going commando since Jin stole all his underwear last week, and this just means he does not have to go shopping yet.
